Whose developer accounts are the apps published under?

Can I get apps on the Starter or Pro plan?
Apps, CarPlay, Android Auto and Alexa are included on Pro + Apps and Business. You can upgrade from Pro to Pro + Apps at any time.
What happens to the apps if I cancel?
